So under the assumption the characters cannot beat their opponents without transformations how is the estimated comparison?

Well, with that whole base form stuff and Kaioshin being so impressed by Vegeta and Goku even though he was all like "I am so pro I can beat Freezer with one hit" I think this is very weird. In a way it fits but ... hm ...
