More GT Power Level Questions

So I'm sorry to keep making these but I'm watching GT again and all of this is flooding through my head. If I have any more queries, I'll just shove them in here.

1. Who is stronger, SSJ4 Goku or Golden Oozaru Baby Vegeta?

I just finished watching the Baby Saga and while it seems clear Goku with recharged powers was stronger than Baby, I have no clue about how the two stacked up originally.

2. How strong is GT Piccolo in Z terms?

Trunks says Piccolo is stronger than him in Episode 7. Piccolo also survived a Kamehameha from SSJ Baby Gohan.

3. Does anybody go SSJ2 in GT?

Many people think Goku went SSJ2 against Rildo and Vegeta went SSJ2 against Baby Gohan/Super 17. I think the first Vegeta example makes sense since Baby specifically possessed them when they were at "the peak of their power" or whatever and even the GT Perfect Files acknowledge Vegeta had SSJ2 so he'd have to transform to that second level to be at his "peak."

I can confirm at least one time that Goku goes Ssj2, and that's when Rild (in his final form) fires off this huge ball of liquid metal at Goku. Here's the clip.

To dissipate the ball, Goku powers up, and you see a distinct change in his hair style the moment that his aura flares up. Now, given that his hair isn't really moving about while his aura is up, one can assume it's not an issue of just some of his hair blowing upward due to the ki, and given that Goku's Ssj2 hair style is rather distinctive (and what we see for that scene fits that look specifically), it's pretty clear he went Ssj2 for it.

1.) SSJ4 Goku appeared to have the [slight] advantage during their battle, imo.
2.) Hard to say exactly. Powerful enough that he was confident in his ability to enforce order in Hell(implying that he was > all the villains there.)

Now, IF SSJ multipliers are the same in GT as they were in Z, then that would mean Goku did transform into a SSJ2 against Rildo, as SSJ2 is 100x base. I should note that I am only going by the English-dub.

Yeah, that was a dub change. In the original, Rild points out that Goku "wasn't even using half of his power" before transforming. Some take that to mean that Super Saiyan has somehow dropped down to a pitiful little 5x boost or something, but I think that's reading too much into it.

Either way, I think that quick power-up Goku used to dispel Rild's metal attack or whatever was definitely Super Saiyan 2. Toei's never quite caught on to portraying the auras right, but there was a distinct change in the lighting and especially Goku's hair.

1. Would you say Oceanus Shenron is the strongest female in the series?

If we can actually call the dragons male or female, then yes.

1. SSJ4 uncharged Goku seems to be stronger or at least on par with Baby. Baby didn't lose his mind but at the same time channeling that power into a Super Saiyan 4 body seems to make you stronger. While Baby got stronger again with the Blutz Wave overflow and Goku ultimately dominated him with the power up of the Saiyajin.
2. I wouldn't really think about that too much. They are all supposed to be stronger after such a long time but Piccolo probably was around one of Boo's forms.
