Whoever drew the middle one, as otherwise talented as they are, is suffering from a basic misunderstanding of either Towa's outfit, or the female anatomy XD

I think he/she doesn't get that the blue in her outfit actually an opening exposing her skin.

That would be my guess. (To be fair, when you get the Towa outfit for your custom character, it has that bit covered up, albeit in grey, so maybe they were thinking of that.)

(I did always find that weird though. I mean what, that was too risqué for your character, but the Chi-Chi bikini armour, or just a dude walking around in Nappa's pants, isn't? XD)
