Truth be told, Pony Canyon did the other 4 DragonBoxes, and Toei either made a larger surplus than Pony Canyon had before or their version of 'LE' differs. All three retailers don't charge until shipping, I believe, so it doesn't really hurt to order anyhow assuming you can afford it to begin with.
Even reputable retailers screw consumers over. Consumers get screwed constantly, whether they complain or not... anyways...

I got mine from Amazon Japan. I had to create a new account, and I had to be careful. The 'see this in english' option isn't on every page, so I was extra careful on that account. They took my Visa number, no problem, and I'm assuming Visa took care of the currency exchange (probably for a minor fee though). All in all, it wasn't that bad to order from them, and I plan to order more after Xmas.

And Amazon JP did charge shipping since it was an international order, but it was here in like 3 business days.

Yeah, but I meant they don't charge until [they are] shipping [your order]. In other words, if I order something from them now that doesn't come out until next year, they won't take my money now and just hold onto it, they take the credit card info but don't make the actual charge until it's shipping to you.

And yeah, retailers can screw you, reputable or no. Your odds are better though with a company that has a good reputation, and Amazon has in my book for about 7 years now.
