How would you compare Grade 3 SSJ to SSJ2?

So, had an idea.
I consider the bulk of battle power to be based off ki. Which is why Recoome, Jeice and Burter have equal battle powers despite Recoome and Burter having enhanced physical attributes that Jeice lacks.
Reading through the SSJ Grade 3 Trunks vs Perfect Cell fight, I notice that not once does Trunks attempt to use a ki attack. All he does is punch and kick Cell. I'm wondering why he did this, and the conclusion I've come up with is that it that since Trunks devotes most of his ki into bulking himself up, increasing his strength, he doesn't multiply his ki as much. Since physical strength, being a physical attribute, has far less of an impact on battle power than ki itself, couldn't that allow him to be physically as strong as a Super Saiyan 2, but without the higher levels of ki output that SSJ2 has, effectively giving it a lower multiplier?
