Like: everything about him is ridiculous: his look (boar-deer-butterfly hybrid!), the episode he appears in, the fact that someone thought this was the best way to introduce the antagonists of the next arc, everything!.
Dislike: being a filler character, he only appears once and is never mentioned again.

Character #93 - General Blue


Like: Honestly, the guy just kinda amuses me. There's just something about his antics that I find very funny, but his portion of the story is also where the Red Ribbon material starts to pick up it's pace too IMO. It's nice to get the rest of the gang back in the picture with Goku for a while during his part, and he even gives us a great Dr. Slump crossover. Pretty awesome work for a guy from an evil military force.
Dislike: His powers, while cool, aren't really that impressive in retrospect, we'd get a fair share of psychics later on too who weren't much more impressive either. Also, while I personally find him pretty funny, the character could also be pretty offensive as he really is a huge walking, talking 'gay' stereotype. And even worse in the anime, with that scene between him and Obatchaman...jeebus, Toei, what were you thinking?

Minoshia



Like:

• Seems like he's just as brave as his older brother, Tapion.
• Nice character design.
• Apparently, he comes back in one of the missions in Dragon Ball Heroes? That's pretty cool I suppose.

Dislike:
Unfortunately, he only shows up for about a minute in Movie 13, though I do understand that his death is a pivotal plot point in that movie for Tapion encountering Trunks and seeing Trunks as a similar younger brother figure.

Character #95: Supreme Kai of Time / Chronoa

Likes: Very useful level of intelligence; her ability to write things in and out of time makes her a potential villain.
Dislikes: Her personality (and voice) is completely different outside of the first 2D cutscene she appeared in; her "liking" Bardock is unnecessary IMO.

Character # 96: East Kaiōshin



Likes:

• Cool design (One of the best in the franchise), Cool Dub Voice, Cool Backstory. Had one of the best first appearance scene ever. Absolutely liked the whole Piccolo vs. Kaioshin stuff we got.

Dislikes:

• The mysterious and badass vibe from him was gone after he left the Budokai Tenkaichi grounds and went to Babidi's spaceship. I wished he played a bigger role later in the series, especially in the Evil Boo happenings.

[SSJ Human]

Character # 97: Fasha



Likes:

• She seemed strong enough to keep up with the male characters and for a while I thought she was Goku's mother.

Dislikes:

• She gets killed off early and we don't see much of her outside of a few video game appearances.

[Tian]

Character # 98 : Nail



Likes : I think he was really important in the Freeza Saga because without him, Freeza could have killed Guru and taken the Dragon Balls easily and Piccolo wouldn't have any chance against Freeza if the former didn't fuse with Nail.

Dislikes : I always felt he had potential to be more than a supporting character but unfortunately that potential was wasted.

[Saikyo no Senshi]

Character #99 - Cold Daio


Like: I didn't like much about his character but he had a great voice. Daisuke Gori was fantastic.

Dislike: The anime tried to build him up as a bigger threat than Freeza which wasn't the case.

Character #100: Gotan


Like: As if Mr. Satan wasn't enough, you add a little bit of Goku with his fancy tricks and you got yourself the strongest character in Dragon ball or even in all of fiction! He truly is the greatest character ever.

Dislke: We got a chump like Vegetto to fight Majin Buu instead of this guy...

I would go with her actual name of Selypa, if only because I can't stand what Funimation did with that dub, but acknowledging both names probably works best.

Like: His voice is amazing, he's one of the coolest bad guys in Dragon Ball, he was so badass until he died
Dislike: That filler with Yamucha, He should have lasted longer and be Demon King Piccolo's left hand man next to Piano.

Character #102: Pure Evil Boo

Likes: fucking awesome design (my favorite of any of the Majin Boo incarnations). His emaciated and unnatural appearance scared the hell out of me as a little kid. He had a no-nonsense demeanor and did everything quickly and brutally. Has the series' best transformation sequence.

Dislikes: he has very little screen time, and his existence doesn't make a whole lot of sense in light of the later info we get on Boo's back story.

[Lord Beerus]

Character #103: Babidi



Like: He is one of the most despicable character ever created in the franchise. And his demise feels so cathartic give how he treated Majin Boo.

Dislike: He felt too much like an anti climax villain.

Character #104

An'nin



Like:

• Great concept for a character. I like that they chose a female for the role of caretaker for the Furnace of Eight Divinations.
• Great costume design.
• Awesome choice of weapon (the guan dao, if you're curious).
• Can hold her own in a fight if need be (except against Goku of course).
• The episodes she was in had awesome animation, especially DB Episode 153.
• The fact that Grandpa Gohan hangs out with her is kind of funny. It appears Gohan didn't just learn the ways of fighting and self-defense from Muten Roshi.

Dislike:
She's only a filler character, meaning that we'll likely never see her again in another Dragon Ball animation.

Likes: She has a cute design, and could've potentially been Gohan's first love interest IMO.
Dislikes: The sad ending to her story, and she was filler. I'd love to see her come back, but it'll never happen.

Character # 104: Staff Officer Black



Likes: I liked the fact that he was the only one with real common sense in the RRA. He used reasoning and logic instead of pure muscle, which was a breath of fresh air in the Dragonball world. He served as a good adviser, and a loyal one too for that matter. He truly cared about the best interest of RRA, well, initially at least. He justifiably killed Commander Red due to Red's insanely selfish desires to get taller.

Dislikes: I didn't like his appearance. Those thick lips just reek of stereotypes of my African brothers and sisters.
