Obviously, robots don't display emotions, do they? So to someone who isn't a Dragon Ball fan (i.e. the directors or cast), it wouldn't be immediately obvious unless they had the Japanese audio for the Cell arc (which they didn't). The main problem here was the translation of Jinzoningen to Android instead of Artificial Human or, more appropriately; Cyborg. I'm not sure if this was a Funimation decision (it wouldn't surprise me if it was) but it's totally misleading without any further context.
Ocean's actors did start adding more emotion as time went on, Ted Cole's version of the scene where Android 17 gets absorbed has a lot more emotion in it than Chuck Huber's Z performance and Brian Dobson's Gero sounded more over the top and villainous in Cell's final flashback of him. Enuka's 18 remained quite subdued throughout although she did show more emotion in the Buu arc, although Android 18 was never an overly emotional character to begin with. Overall it was gradual but the improvement was there.
