At its worst, the ToP is boring because there's nothing I have to theorize about this arc and the ending potentially could be neatly wrapped up.
But I'm not upset at it like I was at the start of the year. The beginning of this arc was rough for me. I've got no interest in vegebul and the idea of losing hot blooded rival Vegeta worried me, so even though this arc is entirely too long imo at least Vegeta's still around-ish right now even if he varies depending on the writer.

The biggest issue is the lack of antagonists aside from Jiren, and Jiren is mostly boring, doesnt help that Toriyamas outlines are very basic and some of them are bad(like making Zamasu a weakling).
If someone like Tite Kubo was writing the outline, the quality would improve, at least we wouldve gotten more relevant antagonists, instead of relying on the monster of the week format.

Kubo's writing is trash and his series was canceled. The only good things about the TOP: Ultra Instinct, Freeza coming back and Roshi. And perhaps the art, since it's come a long way since from the beginning of Super.
Everything else has been meh or worse. Hit was a good thing too, until he was knocked out not even halfway through the tournament in favor of two female Saiyans who make any sense of the already barely existent consistency in Super vanish completely. The female Saiyans didn't begin bothering me until their fusion all of a sudden had the power to combat SSG and push SSB. Hit was eliminated early for that? Really? I don't even want to start.
Everything the OP said was spot-on, especially the part about tension. There are Dragon Ball Z episodes that I watch and even though I know what's going to happen, I still feel the tension in the moment. There is no palpable tension at all in the TOP. Most of the characters in the tournament the majority of us don't even care about; they're there for a couple minutes, get knocked out, then BOOM, erased. And this was supposed to originally have 120 characters. Just imagine how much worse it would have been with that many characters. Tenshinhan didn't get a lot of time, and neither did Krillin. Vegeta has surprisingly been low-key as well, but I'm betting on him getting his time to shine soon.
Another thing I read that I also agree with is the disparity between universes. Only U6, U7, and U11 have powerhouses in Hit, Goku, Vegeta, Freeza, Jiren and Toppo. Everyone else individually is just fodder and in the way. Perhaps if the other universes had established powerhouses like the six I mentioned, then things like SSB being challenged would make more sense. Instead of the wanking of the two female Saiyans (Jeezus, I never thought I'd use the word "wank").
There's also far too much stalling in this "battle royale". Yes, stalling. Just stagnant standing around, talking, etc. I'm watching an episode mainly to see the battles, but then there's too much commentary and before you know it, half of the episode has passed. Stalling. Seriously, what the hell are the other characters even doing?
Oh, and the Omni-Kings are supremely annoying. Part of me is hoping they're just puppets of the Grand Priest. But hey, this is just a kids show, y'all.
This isn't to imply that I had any high expectations for this arc, I didn't, since those expectations dropped after Zamasu fused. The only thing that keeps me looking forward to watch the episodes weekly is the kid in me that enjoyed Dragon Ball Z, even if the episodes are nonsensical at times. I hope that possible angels subplot or exploration of the excluded universes story becomes a thing after this.

Long time Bleach fan here - Bleach was the only series to get two WSJ covers in a row, which had never happened before, because that's how popular it was at some point. SS arc is arguably one of the best arcs I have ever read, and it still holds up as Bleach's finest arc even among the detractors, so no, it has not always been the 'black sheep.' I honestly believe fatigue had more to do with the drop in quality later on than anything else.
I think the idea of a battle royale looked better on paper than it does on screen, and I think the most interesting thing about it fell apart the moment the team splintered - thanks Goku- which led to the usual 1 vs 1 we've all seen before. I would've loved to see them a situation where they struggle to find their rhythm as a team.

Meh, I wouldn't say it's bad. It's a let down from the whole teamwork and battle royale aspect, but other than that it's mostly been fine. People will complain about the power scaling and all that, and I could give two shits about that aspect of the tournament. Hell, I don't even think the scaling is NEARLY as bad as people even claim it is.
However, I will agree that these episodes focusing on the girl Saiyans are dragged out compared to everything else that's gotten focus so far. They're getting like 4 episodes in a row, and the big bad Jiren got 2, technically 3. Before the tournament began I predicted it to last like 18 episodes, but it seems like it's going to be more like 30-40. It's a little too long I feel.

It is decent. Especially since episode 109 and onwards. Soon we will see the androids fighting, which will be cool. Not as good as the Black Goku arc tho.

Bleach from 0 to SS arc was superb. This arc had me the most excited in hopes that the universe 7 cast would finally get some much deserved focus, but then the show failed me in that regard. I'd also hoped Hit and Cabba would be relevant, but they were also shafted. In the end this is just another Goku wank arc.

I wouldn't say it's a letdown but I do think it's becoming very long in the tooth thanks to the length of the arc and it's so far rather boring thanks to the lack of any real rivalry between Goku and Brock Lesnar Jiren the Grey. It also seems tonally confused to me. That's why I've decided to wait until the tournament portion of the arc is over and marathon view the remainder before passing judgement on the arc. The time that's remaining could completely change the frustrating parts and bring the arc around, but if it doesn't its over quickly and the frustration isn't stretched out over a couple months.

Tien was the worst handled character, and that's fucking terrible, but that is not going to suddenly make me forget about Roshi's scenes or even Krillin's before getting eliminated.
We got pretty bad things but we also got pretty good and even memorable things.

I'd say there were some really good moments. Goku vs Jiren, Dyspo vs Hit, Gohan vs Obuni but the rest of the fights have been underwhelming. I don't want to see Kale and Caulifla fight, lose and then retreat like Team Rocket or Ribrianne make poses every few minutes. They had a justice group but I was expecting actual teamwork instead of the strongest guys standing there with their arms crossed.Too many fodder fights that went on for too long. Tien was handled embarrassingly bad.
If it were up to me, I'd reduce the number of fighters to 4-5 to get rid of all the fodder. Show the other fights instead of it being everyone vs universe 7. I'd also introduce a new character for U7. Remember how hyped we were when we saw Pikkon for the first time? In Super, we get Monaka another gag character.
