-Goes along with Kaioshin's dumbass plan; Vegeta at least had the sense to say "screw 'em", even if he didn't do anything about it.
-Stopped Vegeta from intervening against Dabra.
-Willingly fought Vegeta, leading to Buu's release.
-Held back massively on Vegeta.
-Didn't finish off Fatso when he had the chance.
-Refused to use Potara on Buu.
-Went along with Vegeta's stupid as hell Genki Dama plan.
-Refused to launch the Genki Dama while Vegeta was in the way.

-Lets Gero live
-Lets the androids be released
-Helps Cell become perfect.
-Sells his soul to Babidi, and demands to fight Goku, because he's a crybaby.
-Punches out Goku to fight Buu alone. Fails badly.
-Recommends having SS3 Goku fight Super Buu, only to be shot down because that's a terrible plan.
-Doesn't use Potara against Buuhan until Goku specifically tells him that Trunks and Bulma were eaten.
-Refuses to use Potara against Pure Buu.
-Comes up with the dumbest plan ever to defeat Pure Buu.
While overall Goku has done more stupid shit, a lot of it consists of "not objecting to Vegeta's stupid shit" (Genki Dama plan, not using Potara vs Pure Buu, fighting Majin Vegeta) and Vegeta has screwed up more in terms of helping the villains; he was instrumental in the success of Gero, Cell, and Buu, while Goku was only vital to the success of Buu. Sorry Vegeta, it looks like Goku's got you beat in the intelligence department.
