Cell fired a much stronger Kamehameha at the same position, and Gohan countered it with his own Kamehameha, and after an even clash, Gohan defeated Cell, and no planet exploded. Extra: As for destroying a solar system (I believe that Cell could do it), you destroy the Solar System's "core", which is the Sun, and the Supernova that is produced takes all of the planets around it into the explosion, destroying them.
But I don't believe that anyone so far (neither Whis or SS4 Gogeta) can destroy a galaxy with a single attack. Broli destroyed the South Galaxy after time, not with one attack.
