In the same way Piccolo is related to Cell, I guess. Cell does call Piccolo his brother, so Doo and Koo would be Oob's uncles?

I'd say he's spiritually connected to them more so than being a blood relative. They're made out of Buu's DNA, but Uub isn't really Majin Buu anymore. His soul is Buu's soul without the evil, but the physical vessel for that soul isn't a pink bubble gum demon anymore; so I'd argue that there's technically no blood relation between them and Uub, just a spiritual one.
