He's nowhere near that high, what gave you that idea?

He's probably referring to the Bardock special. Zarbon was the one who first recommended destroying Planet Vegeta because the saiyans were rapidly growing in strength.
It was actually Beerus disguised as Zarbon #StayWoke

Just because he can't use ki and can't fly doesn't mean he's very weak. After all I haven't seen anything confirming him being incredibly weak either.

There were also other formidable fighters throughout DB in the Budokai's that compared to the Z fighters who couldn't really use ki.. Why shouldn't Hercule stack up to some of them?

Goku with a power level of 10 lifted a 1 ton car and broke apart a rock as big as him. Yamcha in the Pilaf arc was able to punch Goku through a couple of rock boulders. Mr. Satan can break 20 or 30 tiles with one hit. Yeah...

Also, he can be killed by a single bullet and Toriyama said he was weaker than Bob Sapp.

The anime version of him has some impressively super-human feats, to the point where the bullet comes across as more of an outlier (also, nothing says Yamcha can survive a bullet at that point).

Non-gag feats?

James Teal (Animerica 1996) wrote:When you think about it, there are a number of similarities between the Chinese-inspired Son Goku and that most American of superhero icons, Superman. Both are aliens sent to Earth shortly after birth to escape the destruction of their homeworlds; both possess super-strength, flight, super-speed, heightened senses and the ability to cast energy blasts. But the crucial difference between them lies not only in how they view the world, but in how the world views them.

Superman is, and always has been, a symbol for truth, justice, and upstanding moral fortitude–a role model and leader as much as a fighter. The more down-to-earth Goku has no illusions about being responsible for maintaining social order, or for setting some kind of moral example for the entire world. Goku is simply a martial artist who’s devoted his life toward perfecting his fighting skills and other abilities. Though never shy about risking his life to save either one person or the entire world, he just doesn’t believe that the balance of the world rests in any way on his shoulders, and he has no need to shape any part of it in his image. Goku is an idealist, and believes that there is some good in everyone, but he is unconcerned with the big picture of the world…unless it has to do with some kind of fight. Politics, society, law and order don’t have much bearing on his life, but he’s a man who knows right from wrong.

Leaping up very high in the air off of leg strength (judging by how long it took him to drop back down). Casually sending 7-foot muscle bound freak Spopovich flying a good distance with one kick. Flash-stepping. Pulling several buses. Also, the feat of surviving being slapped into a mountain comes off as legitimate rather than gag-y in the anime when considering these other things.
Are you sure he wasn't joking?
I don't see a reason to think that he was, since manga Mr. Satan doesn't do anything special or impressive outside of the gags with Buu and Cell.

Men in real life can pull several buses. I've seen one pull a big plane. They have wheels so that is not a superhuman feat. As for the rest, that's nothing pilaf arc Yamcha couldn't do, and surviving hits from Cell or Buu was obviously handled for comedy. But anime Mr. Satan couldn't do this:

He couldn't even break 30 tiles with a direct hit, let alone break several rock boulders with an indirect hit. And this is in the anime too.

Makes it seem like Power Levels in DB have completely different rules than DBZ. In DBZ, a number twice as high means twice as strong, yet in DB apparently a number twice as high means 5-6x stronger....

Bringing up a somewhat old topic, but I'm just now watching through ep. 12 of Dragon Ball Z Kai (dialogue is more accurate..) and after Goku countered Nappa's "mouth blast" (whatever the heck its called :D ) it sounds more and more like Nappa was almost even with Goku in raw power.

Goku states "if I had taken that blast head on, I might not have been in very good shape!" - then goes on saying "You really are a tough one, huh? Neither of us are going to make much headway at this rate." It seems to me Nappa has the ability to indeed raise his battle power, earlier it looks like 4,000 was a reasonable number when the Z fighters were being wiped out one by one, but at this point in the battle he was outputting much more than 4,000 if you ask me. Plus, Nappa's and Goku's fists made contact a couple of times, exchanging blows. Not putting him at 8,000 but perhaps 7,000 or a little higher sounds doable

Goku was concerned with his fight with Nappa, even to the point where he began countering Nappa's moves. And then goes on saying that one his blasts would have HURT him.. There is no instance in any fight in DBZ, where you have someone with a battle power twice as low, capable of hurting the other opponent.

But then you have Vegeta trading blows with Goku and he can even counter a kaioken's rush before using his true power.

The punches colliding isn't in the manga.

That still leaves the fact that Nappa's mouth blast would have hurt Goku if he didn't counter it with his kamehameha.

Large ki blasts can be beyond your own regular power. Nappa called that attack his best technique.

Here's a quick scenario for you.

So, the Red Ribbon Army has been on the rampage across the world in their hunt for the Dragon Balls and the King of the Earth has had enough. He orders the King's Guard and the rest of the Earth's Army to amass and prepare to launch an all out attack on the Red Ribbon Army's headquarters, which his spies have located.

The army is basically the same one they sent against Cell.

How does this battle proceed?

If the army that fought Cell was the entirety of the world's armed forces.... they need to institute a draft.
