Pan has saiyan blood, which already sets her apart from Chichi and Videl even if they are her family members. Also, Pan was shown to wear an orange gi, love training and fighting, and beating up huge guys, all this was shown in contrast to the other part saiyans slacking off and not caring about training, she was shown as the only one of Goku's descendants who took up after his love of fighting. I can understand if you're saying Bra can't be a Z-fighter because she was never depicted as being interested in fighting in EoZ, but Pan seems like she loves it and she's strong enough to have a shot at being included in the team.
People expect her to be a heir of Goku, but unless she has a personality, suited to it, she will never become something like this. And knowing who her mother and grandmother are, how fast they gave up on training, and how much they really cared to begin with, I don't expect Pan suddenly becoming very important and act exactly like Goku, just because she is 1/4 saiyan. It is just not how this story works, and we already saw enough of how Toriyama treats his female characters. Android 18 and Lunch (Proto-Android 18 basically) is an excellent example.
It is perfectly fine to compare them, as they are mother and daughter. Kids inherit a lot from their parents. And ironically enough both of Pan's parents are not fighters anymore. Pretty much the only one of her family who is a fighter now is Goku (and Mr. Satan, but let's not mention him), but it is highly unlikely with her growing up in a family of a scientist and retired fighter, that she becomes a fighter herself, let alone will have any will to fight in an adulthood. Chi Chi being a retired fighter doesn't help much as well. Goten and Trunks also liked to train and fight, when they were kids. Even though Vegeta and Chichi supported it, everything changed, when they actually grew up.
Videl gave up. So did Chi Chi, it is just not in their personalities to keep up with training, (and realistic answer is because Toriyama treats all of his female characters like that), it has nothing to do with them being humans or not. Tien is human (well, I think), and he is training to this point. What they lack is any will and desire to fight. Why Pan should suddenly become any different? Because she is granddaughter of Goku? Gohan was his son. As soon as he had a chance, he stopped training. Goten was his son as well. As soon as he had a chance, he stopped training as well. And females in their families never even bothered training after they got married, and were even against their children training (well, at least Chichi was). Pan has even less saiyan's blood than both Gohan and Goten, and the most human blood out of all saiyans, introduced in DBZ, so it is highly doubtful, that when she grows up, she retains her will to fight, even if she has one now (which is doubtful as well, as she most likely sees all of this as a game, it also helps that she is much stronger than anyone else she faced, we don't know how she will act in a situation when enemy, much stronger than her appears, and beats her)

To me she was exactly the same by the way. And perfectly in line with how Toriyama works. The difference is that Toei gave her a role, and I highly doubt, that Toriyama would.
