That's because in the DBS manga, he's making everyone exposition machines to deliver the plot, which is a big flaw this arc. It wasn't bad in the U6 arc because you had Whis and Beerus doing it, but it really sticks out in the Black arc, where Black just regularly drops long exposition mid battle, then Bulma, then Goku does it, and it just feels unnatural. I wonder what Toyotaro will do with Frost. In the manga he is not Freeza 2.0, actually put up a good fight against Goku, and didn't go down with one punch against Vegeta. He used poison because there was no point in that tournament, they were just being used as pawns by the gods and there was nothing to gain. Goku mention that if he trains he could become strong like Freeza.
All that considered, I see a lot of potential for him. Cabba and other U6 saiyajins will need a rival. Also, his hypothetical 2nd form looks awesome, I want him to use it in the next arc.

I don't think that's how being human works. I'm pretty sure the previous experiences in your life affect who you are and are always a part of you. The same way someone from Alabama may always identify as being from there even 50 years later, or a Japanese person identifies as being Japanese despite living in the US for the past 20 years. This experience doesn't just evaporate and disappear, they are always with you and in a heated moment they may give you solace, or power, or encouragement. In Piccolo or Vegetas case it's a reminder that to the opposition and to themselves that they were once a great and powerful warrior to be feared. I totally agree with this. I was rather surprised by how differently he was portrayed in the anime compared to the manga. Toyotaro portrays Frost as sneaky, disingenuous, and maybe a bit of a jerk, but he's not irredeemable like Freeza. When you disregard tone, Frost isn't that much worse than Yamcha was when Goku first met him. There's a chance he could grow into the rival that Goku always wanted out of Freeza. Keep in mind that while he wasn't portrayed as downright evil, Toyotaro's Frost didn't have the heroic backstory either. Goku also said something to the effect of "He's not so different from Freeza". Ignoring GT, he shows up for 1 minute in a movie. That's hardly enough to judge his personality.
