When they set an objective, it's for a reason, being below the objective will influence them in one way, being above will influence them in another way.
But there's a reason when you decide to set the bar at a specific number to say "this is what we'll use as an interpretation of the success rate: anything below means we failed to the objective, anything above means we reached the objective".
I'm afraid not reaching it, no matter how close it gets, will still be considered as "another Dragon Ball production that didn't reach the intended expectations that were already lower than for other successful mangas. Guys, when we do upcoming Dragon Ball things, let's not give it too much budgetary and creativity importance since it won't reach even a quite modest objective even with the best efforts, let's just do something quick and simple next times".
But then, there's still hope with the DVD/Blu-ray release: with the movie not yet being announced for international theaters, many fans around the world could cease the opportunity to import the disc as a way to finally see the movie for the first time (and with the best, official quality), and sales could skyrocket and make up for the missing theatrical sales to their eyes.
