I've found that Vegeta probably has the best overall lineup of moves from training. Galic Gun can easily fit into a bunch of basic combos, same with Finish Breaker. Shine Shot doesn't do much damage, but it's fast. Final Flash is a typical beam ultimate, which isn't bad, and Vegeta's Z soul, unlike Goku's, actually matches the skills he gives you.
Yeah I can agree with these. Granted I only use x10 Kame and Perfect Kame (because my female saiyan character is based off her DBO counterpart who was a Turtle Hermit, and I'm loving Cell's quotes). I love Galick Gun's quick execution and Final Breaker makes a great close range ki attack. Final Flash is also one of my favorite techniques period, but from a numbers guide on Ultimate attack damage apparently Final Flash gets no boost whatsoever. If this is wrong though, please tell me.

Blue Hurricane happens to have THE HIGHEST DAMAGE OUTPUT in the game if you score every hit. Also makes a great Strike AOE.

Well, I've gotten the Z assist for it before, but I can't say if the Z-Soul powers it up or not.
Is there any way to tell what skill goes with what character? Or are you just supposed to guess?
On the character select screen you're given an option to look at the character's skills by pressing X (on a 360 controller). It gives you the option below on the button guide.

Super Electric Strike: overused to death and slightly broken. Granted it's not as broken as Death Ball, but still it's incredibly abused, and simply moving up or down (aka DOOOOOOOOOOOODGE!) doesn't always work.

Yeah, I knew about that. I was hoping there would some submenu on the equip screen that I had overlooked, though.
A little off topic from the current topic, but did someone datamine the DLC 2 clothes and find out their stats or is that something we'll need to wait for? As much as I'm not into going by what's the best to give I don't want my character to look like a freaken mess and be underpowered at the same time.

The move can happen super quick, it covers a good area, which means it can take out multiple opponents at the same time, does a shit tone of damage up close and... it looks really cool.
