I really don't understand how people can get so upset over the Potara rule, when it's nothing more than Toriyama finally giving an explanation to something he simply brushed off in the past. Goes to show how obnoxious this fanbase became.

Fusing not only combines those 2 powers but also adds to it so I don't know how Vegetto couldn't be stronger. I doubt he's so stronger that he could sleep during a fight but he'd give him a lot of trouble if they fought.

I don't think Merged Zamasu defusing would be a plothole.
And wearing the Potara alone clearly doesn't make one a Kaioshin; the idea that it does isn't explicitly stated (so we need not assume that), and Kibito's wearing of them while obviously not being a Kaioshin would clearly contradict that idea. The fact that Gowasu gave Zamasu the Potara certainly implies that it is necessary for being a Kaioshin, but not that it alone is sufficient.
