There's people like Evan Call (American residing in JP) and Kevin Penkin (Australia) who are making the rounds for some newer anime scores, and that list is (really) slowly expanding one name at a time, so it may no longer be as rare as it was a few decades ago.
Even now there's at least one JP composer who's presently based in Los Angeles (Yutaka Yamada) but still doing anime soundtracks.

If that tweet happens to be on the mark then I guess it's going to happen for this DB entry as well, but it remains to be seen what the arrangement will be and the exact nature of his involvement in the production.

Yamcha is in the new Sparking game and during the Saiyan Saga trailer didn't speak. Could be another reason for it but I wouldn't be surprised if he's replaced, no matter how iconic his voice is. We'll find out soon enough with the game coming out in october.

And he specializes in EDM. My gut feeling is Daima's gonna have a bunch of different ending themes like Super did and he's producing one of them. Probably something intended to be a "fun dance number" like Yoka Yoka Dance or Boogie Back

EDIT: I just checked, definitely sounds like it's still him.

So i assume this suggests that Furuya's voice hasn't been replaced here, like as in maybe he did the voice work before the scandal and controversy therein over his misdeeds started a few months back? I don't know if they will actually go back and redo his dialogue with the new VA or not in the game itself given the short amount of time before release but he'll almost surely be voicing him for future official Dragon Ball projects going forward. Even if Yamcha ultimately doesn't factor into Daima much if at all.

I really hope that Toriyama didnt really write the scripts but rather Quality Controlled them... Because if he wrote each one that would have taken months and he probably died by episode 10.

Seeing that C18 is with the Z fighters, Marron, Goten and Trunks are born, it can't be before DBZ. As for what time period it takes place compared to Dragon Ball/Dragon Ball Super, no one knows.
