The tools used depend on what the animation supervisor and animator decide on. Some might use a tablet, other might draw on paper and scan digitally, some might use flash.

Well, if anything, I think the teaser that's been revealed shows precisely the graphics they are going to use. I don't think there's any surprise waiting for us on that point (although one can never be 100% sure).
And it looks promising! 8)

I also think that we won't have concrete information for a few months unfortunately, simply because the objective is too get us all hyped for the new movie, and as soon as we learn anything about the scenario, the characters, the locations or any other element, some fans are inevitably going to be disappointed by what was decided and lose some of their hype and communicate about it.
Right now, we know so little that any fan can hope for whatever they'd like and get excited and say to their friends "did you see there's going to be a huge-production Dragon Ball movie in 2013? It could turn out to be the greatest DB movie ever, you know". The only bad point one could mention is actually "we don't really know anything yet", and that's not the kind of bad point that makes one say "okay, I'm not going to watch this movie", it makes them eager to know more and maybe gets them enrolled in the general hype.

So I guess it would be counter-productive for them to let us know anything, they're probably perfectly comfortable with letting us in the dark, eagerly waiting for them to shed some light, and spreading the word about how we might see something marvelous once the light's here.

Honestly, I don't want any information released, as it'd be hard to keep away from it. I want to be completely surprised when it does get released!

Oh! There's something else I wanted to point out!

The 2008 tv special brought up something interesting. If I remember correctly the journalist were referring to Mr Satan as the savoir of the Earth from Evil Buu, even if their memory of the event had been erased from their minds.

Even in DBO the Blind Kid who Fat Buu helped still remembers him fondly and opens a theme park on his honor. Do you think the Movie Staff would keep people remembering the incident?

I've always though the wish erased memories of the fat Majin Buu, not the other Buus.

Doesn't this new movie take place in the middle? after Goku defeats boo and before the tournament? I may have forgotten but wasn't it right before the tournament they wish people's memory's of boo away? :? so if it takes place in the middle their memory should still be there right? :? also about the little boy who was blind, I'm glad his memory wasn't erased because that was such a kind thing of majin boo. even if boo doesn't fully understand the deed. :)

They just waited some months to erase people's memories with the help of Shenlong. The Tv Special was 2 years after Kid Buu defeat... so it was supposed to work. :P

I always thought in the 08 special that it's possible that they wish that people forgot what Majin Buu looked like which could be why Fat Buu was able to live with Mr. Satan?

I doubt it, but it would be interesting for sure. I would like him to be in the background not talking. I just don't want him to steal any time from the other characters.

I'd love to see Tarble on "vacation" at Capsule Corp, just hanging around and learning about human culture... with Vegeta just grunting and saying Tarble should be training with him at the Gravity Room.

We didn't get to see him fight at all that time. :/

From the sound of it, I feel like the movie is only going to focus on characters that are cannon to the manga. Especially if they are involving Toriyama.

I wouldn't count on Tarble returning to the new movie. He didn't even appear on the promo poster.

I'm a little hesitant to be hyped about this movie. Who know when and how the non Japanese fans will be able to see this? It sure won't be in March. I guess I'd have to import this from Japan when it gets a release.

I'm just worn out from a lack of updates. I was all super-hyped nearly 3 months ago, but going all that time and learning nothing new about it has kind of, at least temporarily, sapped my energy about the movie. I'm still anxious for new information about the storyline, and I'm trying to be hopeful that they'll tell us soon, but it's really tiresome being kept in the dark.

I'm not hype up for the movie at all since we still know nothing about the movie. We have no pictures of the movie, no trailer or any story info. Right now I'm looking forward to other movies like Skyfall, The Hobbit and Pacific Rim to keep me busy.

Maybe I'm just used to it. 12 years waiting for something... anything! So a couple of months of silence is not going to diminish my hype.

Meanwhile, I have been reading Fanfiction. I highly recommend Dragon Ball Legends by Veema, and excellent story of What if all DB, DBZ and GT were a vision of Bardock and he actually managed to change his race's destiny. From the news on the Kanzenshuu homepage:
The global phenomenon Dragon Ball is being made into a movie using Toei Animation’s latest technology, consistently realized as a Toriyama work, with the original author Akira Toriyama himself deeply involve from the script stage for the first time. An episode from between the animation series “Z” and “GT”, or in other words from the blank decade between the end of the battle with Majin Buu in chapter 517 of the manga and chapter 518, will be depicted for the first time.

Such well-known and charming characters as Kuririn, Piccolo, and Vegeta will all make an appearance. A new story in the official history of Dragon Ball is born, neither a spin-off nor a side-story, one that can be enjoyed by both children and parents, manga fans and anime fans.
So it's going to be official canon? With this much hype, I hope it's going to be this good.

Edit: "For the first time"? Does that mean the Tour Jump special never happened?
