Why Vegeta never get a new technique? Hope Dragon Ball Heroes do something about it.

So there are supposedly 13 new skills in DLC Pack 3:

SSGSS Goku has 2 new Supers and 1 new Ultimate = 3
SSGSS Vegeta has 2 new Supers and 1 new Ultimate = 6
Golden Freeza has 2 new Supers and 1 new Ultimate = 9
Elder Kaioshin should be offering at least one move (Potential Unlock) = 10
Jaco has 3 Supers, 1 Evade and 1 Ultimate = 15

So we obviously aren't getting something from some of the characters, and plus there are moves that are still missing (like Super God Fist).

Probably because he's got quite a number of named techniques already, compared to the rest of the cast.
The GT story is kinda "meh", but the extra characters, attacks and such are worth it IMO. Your milage may vary though.
I thought it was fine after the Baby stuff. That was really rushed and poor, but after that it was fine. It seemed in-line with the rest of Xenoverse's story, the biggest problem being that things weren't explained or shown on-screen.
I'm re-watching Dragon Ball GT in full on my blog. Check it out if you're interested in my thoughts on the series as I watch through it!

Everything after Demigra in the story starts a downward spiral (though that has its problems too). Like you said, the biggest issues the lack of information for stuff not shown or explained, and that plagues the whole game at times, Broli/Bardock is arguable the most creative of the bonus stories, but it also starts the trend of that lame damn delayed-spell-wormholes. The bonus "plots" don't show the timeline changes prior to traveling back to fix them like in the main story, and the story itself is a step below even the Legendary Super Saiyan Arc IMO just from the way it is written. Pack 1 is a little worse than Pack 2, but they really don't seem like something that needed to be separated in the first place(other than for the money). The dialogue is also a major step down from the main game, and I don't just mean the typos.

It generally seems like he has less than he actually does, because they all boil down to 'a big energy blast'.

In the overall show? Sure. In this game? Not a chance, besides Kamehameha and Galick Gun (and the ultimates, but that's a given) they managed to make every energy attack work differently, by changing the way they work (multi-hitting/1 hit, faster/slower travel speed and start-up, combo-able) but also changing the way you can use them as well (IE: you are able to jump-backwards while firing a Masenko, you can alter the direction of Double Buster if you miss the first hit, Double Sunday lets you fire it in a V-Shape and Bomber DX is a big "FUCK YOU" attack). And that's just the beam attacks, the other types work differently as well, IMO, this is one of game's biggest strengths gameplay wise.

I also really appreciate that about Xenoverse. However, I'm not so fond of when they completely change an attack from the manga/anime to make it more unique. Nappa's moves are the biggest example of this. Adding a jump to Masenko or making Galick Gun charge faster is fine, but Nappa's Genocide Shell in no way resembles the "Blazing Storm" move they took his finger gestures form. Which is weird, because I don't see any need to change Blazing Storm when it is a unique move in its own right.

So, what will DLC #3 include again?

Superman is, and always has been, a symbol for truth, justice, and upstanding moral fortitude–a role model and leader as much as a fighter. Goku is simply a martial artist who’s devoted his life toward perfecting his fighting skills and other abilities. Though never shy about risking his life to save either one person or the entire world, he just doesn’t believe that the balance of the world rests in any way on his shoulders, and he has no need to shape any part of it in his image. Goku is an idealist, and believes that there is some good in everyone, but he is unconcerned with the big picture of the world…unless it has to do with some kind of fight. Politics, society, law and order don’t have much bearing on his life, but he’s a man who knows right from wrong.

The Japanese DLC Pack 3 for Dragon Ball Xenoverse is stated to be released at the "end of April". The pack will contain at least:
  • 3 new playable characters (Golden Freeza, SSGSS Goku, SSGSS Vegeta)
  • 2 new Masters (Jaco, Elder Kaioshin)
  • 1 new costume (Gohan's "F" tracksuit)
  • 2 new accessories (Tagoma's scouter, ???) *Latest scan only only says 1...*
  • 7 new Z-souls.
  • 13 new special moves
  • 5 parallel quests
Outside of Japan, Pack 3 is so far only confirmed to contain the below (but I can't imagine they would keep the other content from us):
  • 1 new playable character (Jaco the Galactic Patrolman)
  • 1 new costume (Turtle Hermit)
  • "Highly exclusive content"
Goku and Vegeta's Resurrection F Dogi, as well as a SSGSS Goku wig, have also been added into the game for created characters as of the most recent patch. They are being given away as part of a promotion for Japanese fans going to see the film in theaters. No mention on if they can be obtained via another method or if they will even be given away outside of Japan.

So SSGSS Goku & Vegeta are confirmed? Awesome!

Do we know how it'll work? Will they start in that form like with SSG/4, or it will act as a transformation for their base form like SS/2/3?

Yeah, that would be interesting to see how the graphics of the game are going to handle Super Saiyan God Super Saiyan's aura/color. Heck, this game could even turns that form more beautiful than what it actually isn't.

I don't think we know 100% yet, but they haven't been presented as transformations...

We already know how it's handled. People hacked the aura onto other characters before we ever got the Heroes teaser confirming there was a new form for Goku.
