Proof needed. This always come up, but it makes zero sense. Mr. Buu was pissing him off. Compare the first few panels of Pure vs Mr. to Evil vs Mr. Pure Buu used effort, got mad, and landed four or five hits while taking three and dodging one. Evil Buu casually crushed him, landing six to seven blows while taking none in return, and dodging two (without moving his legs).

His superiority to Vegeta wouldn't actually matter if he was still, like, x3 or x2 weaker than Pure Buu or something. He is, because he is shown to be. I actually think he could take Goku at the time, due to having vastly superior durability and stamina while not being that much weaker. And what actually shows them to be equal, if fights are apparently rendered invalid if Pure Buu laughs or does something silly?
At that point, he had already weakened Mr. Buu in the long off-screen battle. It's a similar case to Goku vs Cell, Gomu vs Freeza, and Super Buu vs Gotenks, though in those cases the weaker fighters were lucky enough to get pulled out before the fight degenerated to a beating. Heck, the same thing was happening when he fought Goku. He wasn't trying to finish anyone off quickly, but he clearly would prefer to just beat his enemies down rather than take unnecessary hits, as shown by his fight with Vegeta, and his annoyance at Goku and Mr. Buu.

He was clearly annoyed and in pain whenever Mr. Buu was hitting him (since when does losing half of your body not count as being wounded?). He wasn't just tanking Mr. Buu, which we know the Buus can do (Super Buu does it to Gotenks, Fat Buu does it to Vegeta). If he was really that much stronger, he would have just one-shotted fatty. Again, his fights with Mr. Buu and Goku were actually fairly similar. The main differences are, one, half of it took place off-screen, and two, Mr. Buu didn't get to stop the fight when he started losing steam like Goku did.
The fact of the matter is Evil Buu clearly did better than Pure Buu against the same character. That's a pretty simple and visible comparison (...and makes the whole "Pure Buu was stronger than Super Buu/Gohan/etc." crowd look even dumber).

Physical injuries(especially something as trivial as scratches) mean absolutely nothing when we're talking about Buu. By that logic, Super Buu was 'harmed' by the guy who unloaded on him with an assault rifle. The bullets scratched/punctured him, after all, so he must have been harmed, right..? Btw, the scuff-marks we saw on Mr. Buu's body following Grey Buu's few-strike-melee were already gone on the very next panel/page after they were originally shown, which tells us that Mr. Buu had already regenerated any 'damage' that may have been caused. You can be in someone's tier and still be unable to beat them. Pure Buu had a power advantage and all of the same powers, so he was obviously going to win. Blocking with your legs actually isn't very impressive. Freeza did it for several panels while fighting Goku when they were suppressed to more or less equal levels.
He made Pure Buu feel pain and blew off half his body. They're clearly in the same league. Otherwise, Mr. Buu's performance would have been no better than Vegeta's, because a small power difference means you get god-stomped in this series.
You're mistake is in assuming that Fat Buu is stronger than Mr. Buu despite one's blatantly superior feats. Pure Buu knew Mr.'s strength from the beginning, and yet didn't god stomp him.
Goku only damaged Pure Buu superficially, aside from blowing him apart (which Mr. Buu also did). I could just as easily argue that since Pure Buu laughed and danced, he wasn't taking Goku seriously.
There's no evidence that Mr. Buu was completely helpless the WHOLE time. We saw him putting up a decent fight. Mr. Buu is stronger, but it's not like a Goku vs Burter type of difference. Or KK x3 Gomu vs Vegeta.
Super Buu vs Gotenks is actually nigh-identical to Mr. Buu vs Pure Buu. Weaker fighter lands a headbutt, a throw, and a blast, which hurt the stronger opponent but doesn't so any long term damage besides pissing them off. Stronger fighter proceeds to beat weaker fighter to near death, with the fight getting more one sided as the weaker fighter sustains damage. Freeza vs Goku and Cell us Goku also weren't close fights at all. Heck, if you don't count teleportation, Goku only landed one hit on Cell. And Goku would have killed Freeza very quickly if Freeza hadn't used a special technique and quick thinking.
Daizenshuu 7 doesn't even list Pure Buu as a user of the Candy Beam, and he didn't kill Goku when the latter lost steam and was helpless, so no, he wasn't.
That's my point. Vegeta was too weak to resist Pure Buu. Mr. Buu wasn't. Also, the only reason he didn't beat down Goku just as badly is because Goku pulled out when he actually started taking damage. Mr. Buu didn't get that luxury.
Unless you consider Gotenks way stronger than Super Buu, or consider suppressed Cell way stronger than Goku, not really. Heck, Mr. Buu actually put up a better fight than those guys, unless you think he was 100% helpless for the entire off-screen battle.
They do, actually. See the injuries Super Buu sustained when fighting Gotenks. Super Buu let those bullets pierce him, seeing as how bullets just bounced off Grey Buu a few seconds ago. So yeah, as far as what we saw, Grey Buu's melee caused no lasting damage, thus it is perfectly logical to assume their battle could have lasted as long as Pure Buu and Mr. Buu's battle, had the chocolate beam not been a factor.
I am(and have been) talking specifically about the scene in which Pure Buu dodges Mr. Buu's chocolate beam.

And you're missing the point. It doesn't matter how long it COULD have gone. Going solely by the fights, Evil vs Mr. was considerably more one sided than Pure vs Mr. Evil Buu just beat Mr. Buu down with no indication that Mr. Buu could last a long time or lay a single finger on him, while he put up a decent fight against Pure Buu at the beginning and possibly middle of the fight.

He was helpless for 99% of the battle. Is that better?

It's not an assumption. We repeatedly see that a x2 difference in power means that you can't even see your opponent move and they can take you down with one hit.

All Goku did was sting Cell's arm and make him think that it would be worth blocking an attack instead of tanking it. That doesn't mean anything. The whole fight consisted of Cell tossing Goku around like a rag doll, with Goku occasionally pulling out a special technique to keep Cell on his toes.

Except Goku couldn't even follow Cell's movements, and needed to use teleportation to land two of those three hits. Mr. Buu didn't.

It was anything but a good fight. For most of it, Goku couldn't actually land a solid hit on Cell without teleporting.
