You could be right, but remember AFAIK he didn't keep check of Goku not even after Namek, so he probably didn't know about Goku's power in base form had risen that much(because of 100G training and zenkai).

I was talking more about in the start of the saga, we got little to no statement about how he would compare post Kai training. You are correct about his Shinkoho being way stronger against Cell but we can`t forget that the move rises up his power considerably.

It doesn't. The Kikoho or Shin Kikoho produces only power one possess. It is just like Goku firing a Kamehameha when fighting Raditz - 924 is Goku's own power not power magical appearing from air.

For all we know it could be just, as flawed as the scouter, which can't detect suppressed fighters full power, and Goku showed against Recoome, Burter and Jeice he could raise his BP in such a short burst, that the scouter couldn't detect he just went up to 90.000, that's likely the same that happened to Gero.

22nd TB and Piccolo Daimao..
New Concept! Life force power(LF for short) the power you use, when performing killing techniqes like Kikoho, but it can't be scouted by a scouter like physical, psychic and magical power. I decided to apply this concept only to Tenshinhan. Mafuba as mentioned earlier only kills its user, if the user is weak(magically) like Kamesennin and Mutaito. It will be listed as a magical attack.

He seemed too ready and confident that non Saiyan Gokuh was no match for him, for me to consider he was off base. It`s only when Son transforms that his calculations get off. I have no reason to not assume that Yamcha was at the level that Gokuh was when he reached Namek. At the very least.

If his device is as high tech as you claim it to be, then it should have the ability to sense, a fighters real power, not just their heavily suppressed ones and since he didn't get scared, when suppressed Piccolo stood right in front of him it shows, that whatever he read out was far from the full power of Piccolo, meaning his scouter can't detect the full power of suppressed fighters. It shouldn't be Goku specific either or whatever your point is.

Battle statistics part 5
The 23rd Tenkaichi Budokai. The end of the Dragonball anime.
New concept! Characters who use ki only use so much of it in battle, because if they use their full power to fight with, it will exhaust them, just like what happened to King Piccolo, who used his full power, in continuation instead of doing it in bursts, like Goku later learns.
If you use 80% or over of your ki power, you will become exhausted quckly if it isn't used in bursts.
It goes like this:

Ki Attacks (blasts, explosions etc.)
80% - 90% - exhausting and you'll need some time to regain your strength. Best example: Jacki Chun after firing his moon busting Kamehameha, he couldn't generate a normal Kamehameha after that.
90% - 99% - very exhausting! you are probably going to need a senzu bean afterwards, as your strength will return very slowly. Best example: Piccolo after destroying the island, he wasn't able to defend himself after that.
100% - you are dead, or have become unconscious, as your body has reached its limit. Best example: Majin Vegeta's selfdestruct move, as well as Chaozu's, and the Saibaman.

Ki powered fighting
80% - 90% - if done for a long time, your ki consumption will increase at a fast rate, and your overall power will decrease gradually. Best example: SSJ 3 Goku in his fight against Kid Buu.
90% - 99% - shortens your life considerably, ki consumption is way up, if done for a while. Best example: King Piccolo, when powered up.
100% - your life won't be long after doing this, as it eats away all your ki, and you very quickly lose the bulk of your power. Best example: 100% Freeza.
EDIT: There are always an exception to the rule, as we see with Nappa and Vegeta, and with Goku and Piccolo. If one trains the ki abilities one have enough, then you will be able to fight at full power over an extended period of time, as we see with Nappa and Vegeta in their fights against Goku. You can also use your ki in bursts and thus minimize any strain your full power might have on your body, as we see Goku do against the Ginyu force and Piccolo do against Dr. Gero.

Battle statistics part 6.
Dragonball Z.
New concept: Ki suppression. This falls under the ki power category and it determines what a ki measuring device(scouter) picks up.
New concept: Potential. I believe that with normal gravity(Earth gravity) no "human" is able to have higher physical power, than a BP of 1000. It doesn't matter, which field you train the most a human with a perfect body geared for making progress simply can't get further, than what eventually is the ultimate physical limit. If you train under gravity higher than Earth's then your limit will be moved to match this new setting.
It goes like this:

100G = 100.000
..and so on.
In the ki department however, every being has an unlimited amount of potential, there are just species out there who have bodies better geared for bringing out their potential. The saiyans are one of those species with their drive for fighting and their unique ability(Zenkai) that brings out more of their potential everytime, they recover from near death experiences. Super Saiyan and the following levels of that transformation is the ultimate Zenkai as SSJ is every saiyans potential only reached through specific means, that not necessarily involves a near death experience. This means, that after Super Saiyan has been achieved the body won't unleash more potential, as the zenkais are the way to reach that ultimate level.

I believe that the Kaioken is another way of unleashing ones potential, but it is not as safe, as the SSJ levels, because you acces your potential in an unnatural way, that the body has difficulty keeping up with. Potential is something you always have, but since you can't acess it normally, any technique(other than SSJ) that tries to acess it will have negative effects on the user.
