Maybe so but Goku fighting him in base instead isn't going to affect the movies gross in any significant way. Introducing the form in the last movie will but having it again when it's no longer new won't.
How could they not? They can make a regular Goku, SSJ Goku, SSJG Goku, Beerus, Vegeta, SSJ Vegeta, etc. More forms means more merch.
I'm sure there's a limit on what these companies want to make and what they think will sell. I know personally that if all three were available to buy then I would only buy the one. I wouldn't pay money for the same thing again except this one has different coloured hair.
If anything they should just multiple detachable heads in with the toy that you can swap.

And the dance wasn't exactly a developing act in itself, it was more proof to how he developed over the Buu arc. Both the Rage Boost and the Bingo dance do a good job at this.
