It seems like it's the timeframe of the Jump Super Anime Special...
It looks like this is simply what they decided to do.

Contrary to how Gohan was depicted, Trunks and Goten seem to have the same stunted growth patterns Goku ( or all pure Saiyans due to their delayed aging IMO) did for most of Dragon Ball. Because even from 9-11, Gohan had some fairly drastic changes in height like a normal human should, while the two twerps seem to remain midgets during that same point in their lives. It's possible the boys won't get a growth spurt until they are closer to 16 or so... :|

Yeah, I mentioned that it should be 1-3 years after Buu at most. We have seen 13 year old Mirai Trunks and he certainly needs more growing than the one shown on the poster.

I would squeal in joy if Mirai Trunks visits them. xD

My out-of-universe answer was always that, apart from maybe Gohan, Toriyama rarely seems to draw characters in DB between childhood and late teenagehood. I don't know about his other manga, though.

Yeah, that's pretty much my out-of-universe answer too; it's easier for Toriyama to simply not deal with such things unless it's deemed absolutely necessary. In-universe though, there's probably something Saiyany going on with their genetics...which is a whole 'nother can of worms with all the questions it stirs up about the differences between not only future Trunks and present Trunks, but Goten and Gohan into the mix as well. I don't ever expect an answer either. xD

I imagine it has to do with the fact that a younger Goten and Trunks is easier to write for. You can get away with more(like Trunks peeing on Broly's head etc.) and they kind of capture the fun of early Dragonball. To draw parallels to Batman( :D ) Gohan is like Dick Grayson or Tim Drake, someone we can grow up with and maybe see ourselves as. Whereas Goten and Trunks are Damien Wayne(the new Robin) he's younger, a bit more obnoxious but still fun to watch. Honestly I don't mind them staying kids. Though I do wish there was like a call back to History of Trunks were we have Trunks and Goten looking around the same age as Trunks in that movie. Mostly because I think it would be a cute easter egg(on Trunks part) and because I want an older Gotenks; though I don't think his antics would be as funny.
...Wait what are you doing? Are you still reading this? I finished what I had to say, why don't you move on to the next post?

That age would be just around when Bra is born. I would love to see that.

Yeah, I agree. I think it's just creative licence. To be fair, I don't think it's just Saiyans, and the thing about Saiyans retaining their youth longer meaning that they have an extended childhood/delayed puberty may be more fan conjecture than anything (even if it's technically supported).

I mean, in early DB, Gokuu wasn't the only one who remained as a little kid up until some miraculous unseen growth spurt in the middle of a time skip. Kuririn has always been a shrimp that was shorter than Gokuu despite being a year older than him, and 12-year-old Chi-Chi (and also, 15-year-old Chi-Chi, if you count anime filler) still looked something straight out of a loli fetish hentai film, although she had a bit of a bust.

To add onto your point about Goten and Trunks in particular, I think it's just because, when most people think about the two, they think of them as children. They weren't in the series long enough to really "grow up". There's just that small, insignificant tail-end of the Boo arc at the end of Z, with "Yamcha-esque"-shaggy-haired Goten and looking-a-lot-like-his-future-self Trunks. Most people just ignore GT (for obvious reasons), nor did any of the character appearances there become more iconic than their Z selves (most people just don't care for, or are furiously apathetic towards Vegeta's short hair and that leather get-up).

I want an older Gotenks too, just to see him in official DB media, for once. Although I don't think his antics were that funny in the first place. I mean, I kind of like Gotenks (more than I used to, in fact). And his fight with Boo was genuinely entertaining, and probably one of, if not the only/most really innovative fight of that entire arc. He was just a little annoying, in that he continued to show off and fuck around with goofy attacks, rather than just finish Boo off, avenge his parents and brother's deaths (they still thought Gohan was dead at the time), and save the rest of their friends from being killed on Kami's Palace.

But, to keep more on track, him being an adult wouldn't diminish the comedy appeal that much, I don't think. Gokuu still retained most of his innocence and youthfulness when he became an adult, so why couldn't Gotenks? And there's nothing wrong with character development. It'd be nice if he was useful in more than just being a novelty gag character.

I remember reading that Kai had low ratings at the time, which could be why they never finish it?

The ratings weren't low. Nobody was buying merchandise.

Assuming none of the other Dragon Ball film (OVAs) animations were released in the West as singles on Blu-ray and/or DVD, this might be joint with a Dragon Ball video game too. Although, it may end up a pricey game (well, the full retail price).

Episode of Bardock - Dragon Ball Z For Kinect

They could've bundled 2008's OVA (Goku and His Friends Return) with Budokai HD and all that'd be left would be this.

A theatrical movie isn't going to be released with a game. It's too expensive to produce to do that.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

Yeah, this movie is going to cost a few million to produce. The past three games' animation wouldn't even meet a million if you added their budgets together.

They might do a movie tie in video game though. I can see them making a video game based on the film on the 3DS or the normal DS. It would be cheaper then making a game on the console.
