I was one that suggested Shisame could take Kaioshin a while ago, but if he really is ranked with Zarbon and Dodoria, who are inferior to the Ginyus, I guess Abo or Cado alone could win.

Yes. It's pretty clear when Bills said Kakarot couldn't defeat Freeza in his base form and needed Super Saiyan, he was saying at that time, which in fact, Kakarot couldn't win in his base form. Otherwise, it would be as saying Kakarot didn't got stronger since then.
