I believe that shadow wasn't Goku Black, but one of his minions instead. For what we have seen from the extended NEP, although Trunks was no match to the shadow, he did manage to defend some of the attacks. Given the fact the Goku Black is (likely) the main villain of the arc, he should be at least as strong as Goku, and, as such, there is now way Trunks could defend against that much power. So I'm leaning toward the possibility of Goku Black having some minions, that shadow being one of them. And this would actually be great, as the supporting cast would have some bad guys to fight.

But I have a question: Wasn't Tullece from Tree of Might supposed to be what an evil Goku would be like?

Yes. Tullece was pretty much a hypothetical Kakarotto.
