The 47 episode DBS director is only Morio Hatano? I do not see Kimitoshi Chioka. Few know Japanese. I missed something?

Yeah, there were some staff changes as of episode 47. It appears Chioka has left, leaving Hatano to direct the series on his own. Another noteworthy change is that Teppei Hotta, the colour designer for the franchise since Battle of Gods, has been replaced by the series' colour coordinator Yoshitaka Katō. Toei changes its staff pretty often in long running shows, especially when there's a new season. It happens in One Piece, happened to SS Omega where the whole main staff was changed at once..
I think Chioka was replaced by Hatano long ago, remember that having two head directors isn't common at all. Toei sometimes leaves both names for a while when there's a major replacement like that - for instance, Noboru Koizumi wasn't removed from One Piece credits till long after he left the series. They left Kazuya Hisada's name alongside his' for a while.
That said, did they give Chioka another project? Was the pressure too much for him and they felt they needed a more experienced director? There are many possibilities and a chance that we'll never know.
The color designer's change in particular feels way more like a production choice than "oh noes i'm gonna leave, schedule is killing me" that people are often so eager to assume.

Not particularly familiar with Saint Seiya, but at least in One Piece's case, the changes made sense given how far into the series they were. I guess I just find it weird that after less than 50 episodes, we're already seeing major changes. That's good to know regarding leaving names up despite them being gone, though. I seem to remember reading that somewhere else before, so I imagine that's probably the case. I wonder how early on he was gone, in that case.
(and just to be clear, I was half-kidding with the 'hopping off due to production issues' comment. I highly doubt a colour designer is at all affected by that)

Well if we go by the same pattern than the last two, we should have the announcement of our deserved third Movie next month.
With two successful Movies, Super getting better and always on top 10, and merchandising sales being better than ever compared to the last years, I'm expecting something to pop up.

I just really hope its a movie with the Super badge and non cannonical to the anime. Releasing a Champa arc movie will be shooting themselves in the foot since everyone knows the outcome.

The retellings in the anime are a different beast, a movie has to make profit immediately. It's like Xeztin said, if they did a Champa arc movie even hardcore fans would wonder if it would be worth it. Casual fans wouldn't even bother. It would flop in Japan very hard. Those One Piece retelling you mentioned were specials, not movies. One Piece movies are new content.

Actually the Alabasta and Chopper ones are officially considered Movie 8 and 9. After that they started doing the recaps as TV specials. If they are planning to do a movie, they should do what they used to do, and create a movie that would serve as a side story.

Toriyama seemed to enjoy working on the films, more so than his stint on Super after complaining about the quality and having to be given ideas to stay on and write the next arc. I doubt it, but it's entertaining to think about at least (and a better thought than it taking him all that time because he didn't really want to be involved with Super any more).

If we get a new movie, I do wonder if it will be a re-telling of Champa (which will make Super feel even more pointless) or a side story that does not contradict the main story similar to the old 13 DBZ movies?

Those old DBZ movies really were a money maker, I mean Broly is one, if not the most popular character of the series in the entire world and he's not even in the manga. Those candy thing's they just released, and key chains, they just randomly throw Broly in the mix more than likely because he brings in money.
