Which form of Trunks is this?

I always just interpreted this as... well... a haircut. To me, it just looks like his hair has been cut and layered in a way that the hair that you see hanging over the top of his head is cut normally, while the underneath is shaved down a little bit (as seen by the shorter hair close to his head/ears/neck when he goes SSJ).

It's a little hard to describe, but it was a pretty popular hairstyle back in middle-school for me... and the Japanese have always had a big thing for bowl-cuts...
I always had the idea that Trunks' haircut from the Trunks Saga and the one from the Cell Games Saga and Post Cell Games Saga were pretty much the same. If the two are supposed to look different, then it baffles me as to why because in base, the haircuts look identical.

@Bussani - Maybe the reason Trunks looks bulkier when he fights Cell in the future is because of the Saiyan bodysuit and armour he wears then. After all, the only clothing we ever saw the Saiyans transform into Super Saiyan 2nd & 3rd Grade was in those Saiyan costumes. Or maybe Toriyama just got lazy and decided to add on muscle mass, I dunno. Trunks never looked bulkier to me anyway.

Yeah, the hair cut is the same when he goes back to his time as it was when he first arrived, the art style had just evolved. I mean, Goku has the same hair cut all the time, but it still changes with the art style.

I don't think it's that. In the time between beating the Androids and fighting Cell in the future, you can see a major change. Especially around the neck. He starts looking like Goku did at that point.

Yeah, Trunks most certainly beefed up as he got older. And this is in base form, so it's nothing to do with the Super Saiyan grades. I mean, look at the guy.
