I've always seen it as Chi's effects ( ex: Burning or Smashing) depending on the intent of the user. For example, when Gohan blasted Cell to kingdom come, it was because he genuinely wanted to kill the guy.

Okay, so if the video from the right is from the original broadcast than it brings up a ton of questions. Did FUNimation receive the correct master back in 1996? But that tapes 20 years old so the color could have faded and then that means the left video is correct.
