Reason for no JP voices in earlier Atari releases?

Discussion of all things related to Dragon Ball video games (console and portable games, arcade versions, etc.) from the entire franchise's history.

Not many games used dual language back then.

Just really japanese culture games would come with japanese dub.
Like Onimusha.
