Why Tarble looks like a teenager?

Did anyone bring up the fact of Genes?

Vegeta is like abnormally short for a 'man' considering all the other saiyans we see hium around are pretty tall. Maybe Tarble is just really short too and his non-threatening appearance makes him look young as well. Vetea has always been a pissed off little person so that IMO has made him look older/more mature.

So in short, its Genetic and tarble is a nicer guy.

And aside from him not wearing his scouter I REALLY like this pic [and Nom I'm not diving into what-ifs]:
