Also, the first 5 volumes are available on amazon. All of them new, but a couple are also kinda high priced. Tanooki got his cheap, but then there's also the whole "do you think it's worth what they want for it" so... I'd figure them at least a better value than the old singles.
I think I'll go on another Googling binge tonight and see if I can find that damn 5-disc set.

But the bright side is they probably are official in some sense (like, at one point in time/temporarily). I found an interview with the president of the company (En Pantallas Producciones/On Screen Films), and they sound like one of the biggest distributors of stuff in Mexico who isn't a company like Fox or Warner Bros. They even go as far as saying that those kind of companies are their direct competition. As for why they don't have Dragonball anymore and focus mainly on documentaries, or why they had Dragonball at all, I still don't know. Also, I found Amazon's listing of the 5-disc box-set! I actually found it through the website for the sellers that are selling it on the marketplace, after Googling the bar-code of all things. It's only listed as "Dragon Ball Z" with basically no information. But it's only $23 with free shipping (on an order over $25, since it's Amazon lol).
I also happened to find a Mexican website that looks 100% official who's selling (on their own website) Movies 11, 12, 13 and the GT Special. I say it's more than likely official because they're mostly selling Saint Seiya DVDs and figs, and they have an "about us" page that says they mainly distribute Toei stuff. The Saint Seiya covers all have the Toei logo, BUT the front covers they show for the DB movies don't have the Toei logo (EDIT: Movie 12 does actually. My bad.) They also have an Anime News Network page if that's any validity. http://www.towers-entertainment.com/licensing.html I also found another website selling them cheaper than the official one lol. Amazon has a listing for 2 out of 4 of those DVDs.
Also, I can't seem to register to have stuff shipped out of Mexico on the official site... The other site I found selling those movies does let me ship to "Estados Unidos". I just have no money at the moment to buy one.
I'd still like to know if it should be ok to post the links for all these. I think I'm going to try and PM Mike and have him ok it (or not).

That's just my theory. Why Funi hasn't done a real DVD release, ehh... timing perhaps? They could release it maybe in a subsequent repackaging of the Dragon Box footage in a couple years, if they so choose. As to why On Screen didn't, they might not have had the rights long enough. Why they had the rights at all is a mystery. Why Towers Entertainment looks to still have rights for a couple movies is also mystery...
A point to bring up! Funimation didn't have the rights to the first 13 episodes and first movie of DB until fairly recently, and the first movie still hasn't received an uncut release (which is finally on it's way). So, maybe they won't release it because parts of it are still in some licensing hell with Mexico. They might only have the rights for the UUE-looking releases for those episodes only, then everything after episode 51 or something (possibly without rights to the movies Towers Entertainment has). That, or they're just not doing anything with it. I keep bugging Funi's Twitter about it, and they said they'd inquire about it, but so far no info.
They might have everything, but they might not be planning anything. It's not like they're jumping to release the rest of the Ocean dub on DVD either.

FYI, Dual-layered DVDs hold about 8.5GB. This explains two of the other volumes having 11 episodes. How this affects actual bitrate, I can't say. It can't be great, but given the source (VHS), it can't be too degrading. I think the audio is the part we're after here though.
Edit! I found a cover scan that looks pretty damned real for Towers-Entertainment's Movie 12. I'm gonna call official. So there.
