Last House actually isn't noticeably terrible (although it isn't great) until about halfway through the Cell arc. Then it gets fucking horrible, and remains the worst art and animation until the end of GT.
Everyone complains about Studio Live's "triangle crap." It absolutely does not compare to how poorly the latter day Last House episodes are done. The biggest difference being that, whoever bad the angular art may look, it at least animates well. Last House makes movement seem stiff even for an anime.
I'm aware that Uchiyama Masayuki passed away recently, and obviously I respect his contributions to the series. I'm sure there were time and money issues as well. But the fact remains that the episodes under his supervision/animation studio are the worst by far.

Well in Dragon Ball it was pretty bad until the super Kamehameha episode, then it wasn't that bad until the Cell saga.

Personally, I thought that Last House was able to produce some decent stuff throughout it's run due to the talented key animators working under Uchimaya, like Ohara Tai'ichirou and Naotoshi Shida. To my understanding, Last House truly tanked when key animators like Shida left the studio to do better things. This meant that Uchimaya had to do more key animation, and that resulted in a lot of his episodes suffering, with the only animator still keeping the studio even slightly together, being Ohara. Though I don't think they ever got back to being as good as they were during the Namek arc, they did get somewhat back on track by the time the Buu tournament came around, animating some of the better parts of the Goten vs Trunks fight.
