I never really thought too much about how Broly was able to see but that is a funny thing though. Like you guys were saying it's probably just a sensing thing.
Really I think they drew him like that because he'd look more threatening or scarier or something. I don't think they were thinking too much about how he'd be able to see. lol

The anime demonstrates the same with Goku's first SSJ transformation on Namek; rolling the head back, with pupils nowhere to be seen.

As I understand it, the reason Broly's pupils disappear is because he is losing control of his main consciousness and letting his assistant consciousness take over. He loses logic and reason, but his powers increase dramatically as a result of letting go.
The assistant consciousness shares the same body and mind, but is an independent self. The regular, subdued Broly, is the main consciousness, but he is very prone to losing control. This is similar to the Oozaru transformation that other Saiyans go through, and also similar to the first transformation of Goku's SSJ state. The advanced warriors have to enact a form of self control and will in order to handle such power. Broly just lets his other self take over and go on a martial arts fueled rage. Kakkarot's voice is the trigger. Paragus uses his mind control device to subdue Broly's assistant consciousness and make his main consciousness alert, similar to electric shock therapy techniques used when handling mental patients who have lost control of themselves.
It's a very complicated subject actually, and one steeped in ancient Chinese and Japanese principles of cultivation interwoven with the martial arts and para-psychology. So please don't tear apart the brief explanation in the paragraph above.
