I think that it was mentioned that Mr. Satan went through his final fights with some trouble at times. King Chapa and Panput went through several tournaments without being hit once, if I recall correctly.
And also, the announcer said that the quality of the fighters had decreased a lot since Goku's tournament days, so of Mr. Satan had a score of, say, 200, the likes of Panput would have a score of 600 (Panput elbowed a brick wall and broke it without effort, Mr. Satan panted after a couple of bricks).

I recall that Mr. Satan beat Cell actually, so...Yeah, no one would be able to measure up to him. Bullets bounced off Cell, though that may have been a trick like Mr. Satan proved about those fireball/monster beam things.

Yeah, as one can say: "It takes one to know one". Being a trickster himself, he knew when Cell and the others were using tricks.
