The discussion thread on Toonzone has pretty detailed looks into what will happen now that the bill has passed (of course, the server's down at the moment). Basically, from what I'm reading, shônen are going to take a pretty big hit. I know Bleach's author has come out and said he's fearful the law will inhibit his creativity. Other authors have also spoken out, so much so that apparently Shueisha is planning to boycott Tokyo Anime Fair 2011 (you can thank Mr. Torishima, a former Toriyama editor, for this).
I'm afraid of what this is going to do for Dragon Ball (and many other comics). I pray Shueisha won't resort to printing censored runs of the comic.

What I want to know is...why has Tokyo passed a law like this anyway? I thought Japan were pretty lax on censorship laws.

I haven't really had an interest in any anime since the 90's so this doesn't effect me any but I feel bad for those of you who are following newer series. They'll have to dance around these new rules which will more likely then not lead to some complications. So...sorry you guys.

If the manga is published in an adult magazine then I'm not too worry since I don't care for most shonen manga after the early 2000's. I'm not sure how NGE is going to be effected by this if they want to pull off another EoE in the next rebuild movie?

Please think about what you type before you type. Dragon Ball and most of the other shonen titles will likely receive a higher age rating, that's all that's going to happen. The manga doesn't run in Jump anymore, what's the big deal? The anime's DVDs may also see an age rating, again, not a big deal. The only problem I see with this is some "younger" fans not being able to buy some copies of the anime/manga. If they really want to, it won't be hard I assume. Especially considering how many teens get cigarettes and alcohol.

In which case publishers would start preferring to go the safe route, and comics that would be relegated to the 18+ section wouldn't even get picked up for publication in the first place? It's likely going to hinder sales, there's no question about that (For shonen titles at least, being the large kid-teenage following their magazine serials have).

The law seems intended to target works which promote immoral and ill-advised sexual behavior.
Shonen manga only uses sexual situations as humor, not as something that can be taken seriously.

The problem is this bill will allow the government to judge what is and what isn't acceptable for you, the consumer, to read and watch. It's purposely vague. It's not just about getting a handle on titles with tentacle porn or sister-porking.

You guys know that the bill says nothing about homosexuality, nudity, fanservice, violence, censorship, or banning anything. It pretty much says that illegal acts and/or incest are to be 18+, but only if portrayed in a positive light.

Dragon Ball always been a All age rated series, all of the games have been E-T, the show has been on CN & Nicktoons, and that the series always been trageted to kids. If we're to talk about the US, Dragon Ball receives a TV-PG-TV14 age rating, whereas other countries such as Australia receive a TVPG-Mature rating. Older movie releases from the old Pioneer dub are also rated at PG-13. You seem to fail to understand that it doesn't matter what the current age rating is in Japan for the series, if one shonen series in Jump is to be screwed over then they all will be.
