Going strictly by the character of Reacoom as portrayed in Toriyama's manga, I see nothing all that "well traveled" about his intelligence. He seemed about as smart as Nappa to me, a jock with a killer instinct. As far as the voice Sabat uses, there's a difference between sounding stupid and actually being stupid.

Hence the problem. He sounds like he's a stereotypical 'stupid' person. He's suppose to sound like he's having fun while fighting Vegeta and company, not like he's 'stupid'.

Yeah, he SHOULDN'T SOUND like he's an idiot. He's not. Jockish? Maybe, I'll buy that. But he's not mentally handicap and that voice makes him sound exactly that.

Well, to me, the Kai script is what makes it work. Unlike Sean's Kaio, Sabat was able to portray through the voice a character that was deadly yet playful/dopey in a jock kind of way. He sounded like he was having fun with Vegeta and company to me.

In the end I really don't want to delve to deep into this, we're not talking about Freeza here. Debating about the character integrity of the Ginyu is like arguing over whether Mace Windu or Qui Gon Jin had any depth.

The voice fit to me, it had similar flamboyance to the Japanese Z actor of Reacoom. Only David Kayes version ever came off as sinister, which never really came through in the Japanese version of Z to me, nor do I think it fits.

Reacoom. Pretty much the same as the Z dub but with better voice acting.

Butta. I prefer his Z voice.

Jheese. Though I think his new sorta Australian (more Scottish) voice is very fitting I still prefer Chris Sabats over the top Australian stereotype voice it fit perfectly.

Ghurd. I prefer his Z Kai voice.

Ginyu. His Z voice by far. I think R. Bruce Elliot is doing a great job as Ginyu he is ahead of Z dub Ginyu in terms of voice acting (but that can be said about every character in Z Kai) but nothing can compare to the badass voice Brice Armstrong gave Ginyu and Slug. When I heard the voice acting in Z Kai I was really looking forward to hearing Brice Armstrong as Ginyu and Chris Sabat as Jheese so I was very disapointed when I found out they wouldent be reterning for those roles.

ReaCoom comes off a lot better in the Kai dub, in my opinion. In the Z dub Sabat played him as a dummy, but in Kai he plays him as someone who simply takes pure joy in beating the living shit out of his opponents. He's condescending and confident against Gohan, Krillin and Vegeta because he knows he's way stronger than all of them. When Goku gets to Namek and joins their party, he simply assumes that since he's part of their group that he can't be much stronger than any of the three he just creamed and becomes ignorantly overconfident. Sabat's Kai performance is much better and while I would have liked a new actor to get a shot, Z Kai ReaCoom is a much better take on the character. He's still a little goofy, because all of the Ginyu guys are, but not to the point of sounding retarded like before. I enjoyed the Ginyu fights in Kai quite a bit actually.
