Vegeta tried everything against Final Form Freeza before getting brutally tortured into submission. Movie 8 Vegeta tried a single kick and ki blast before giving up and going "we're all doomed" without having a single scratch on him.

Vegeta who wasn't damaged or anything cried and realized he was doomed, when Freeza deflected his Full Power Blast.

Against Broly it seems he only fired a generic ki blast...

Well, if you're talking about the manga, Vegeta charged at Freeza, couldn't keep up with him, then fired a full-power ki blast at Freeza, who knocked it back. Then he cried, gave up and got tortured by Freeza. In the anime, Vegeta attacked Freeza for longer before giving up.

Against Broli, one kick and a blast before giving up in terror of the Legendary Super Saiyan. A very uncharacteristic moment from Vegeta, but it was there to show how fearsome Broli really was - a legendary warrior who frightened even Vegeta into giving up.

Vegeta has been shown to cry before, its not out of his character. He did it against Broly and Freeza. He also did it in movie 12, when he realized he was inferior to Goku.
