I don't agree that the base Saiyans were stronger than Piccolo by this time. Obviously yeah Piccolo would have to have been lots stronger than Freeza, as he was an even match for Jinzoningen 17 and got lots stronger after that through ROST and training, etc.
Dabura might have been told to take out the weak ones, but I think that he knew that the strength the base Saiyans were displaying was not their full capacity.
Certainly Piccolo and the base Saiyans at that point would have wiped the floor with Freeza, but making him explode in one punch? I don't think so.
