Is Piccolo really fused in Movie 7?

OK, I'll give you that. I'm sorry, but I just don't see how Piccolo's stronger than Goku in Movie #7. It just doesn't look like it from the perspective of the film and the film's title itself. The focus is on the Super Saiyans, Piccolo comes in, like, halfway and doesn't even get a proper fight like the others, but instead gets torn apart like the rest of them. If you're going to explain away Goku reverting to base as "Piccolo's stronger than Goku", then how do you explain Goku fighting Meta Coola in base and Kaio-Ken before transforming into SSj in Movie #6?

And I don't recall Piccolo stating that he'd "rattle 13 apart".

The movie's title is a great point. But then again, if the Super Saiyans are so "great"...why did super 13 rip them apart with zero effort? Just seems like another flashy title, just like movie 4's Super Saiyan Son Goku, when he was only in the story for like 2 minutes.

Don't see how that scenario relates to this one. You could say Goku was getting warmed up, just as he fought in his base state earlier against 13. Same thing happens in movie 12, when Goku states he has never felt a Ki as great as Janemba's...yet goes right on to face him in his normal state. In the Piccolo scenario Goku was already putting out his highest power fighting and could barely fight back. Piccolo saves both Gohan and Goku. Goku says he owes Piccolo one and reverts back to normal. Goku turns around, sees 13, and doesn't even bother transforming again.

Having seen the scene and read the lines, it really does seem implied that Piccolo is the current number 1 amongst the good guys.

Yeah, it's a flashy title, but it actually means something. The "three great Super Saiyans" is significant because they were "three great Super Saiyans" who transformed simultaneously to battle three Androids respectively. Piccolo doesn't even come into that equation because, once again, he pops up, like, halfway through the film, only to get his ass beat. And it's a trend in the movies, and even the main series itself, for the heroes to maybe have something of an upper hand, only for the villain to transform and turn the tables. The Super Saiyans are great, but there's not invincible. No matter how strong they are, the main villain will always turn the tables before getting destroyed, mainly by Goku, who, in this film in particular, was a Super Saiyan who'd absorbed the energy of the Genki-Dama.

With the base thing, I just think that it's a trend for the movies. Goku messed around in base and Kaio-ken with Coola in DBZ Movie #6, and while you could make the argument that he was warming up or trying to have a challenge and whatnot, Coola was clearly a formidable opponent who was beating his ass even after he became a Super Saiyan. Plus, after Freeza, Goku never fought an opponent in base, apart from Yakon. He turned up SSj right off the bat against #19, Cell, Boo, etc.

This may sound like a weak argument, but that's just Piccolo's character. He was confident that he could beat Freeza, which is why he asked Gohan to wish him to Namek, although later merges with Nail, suggesting that he actually couldn't. If Piccolo believed that he couldn't defeat #13, would you really expect him to say it aloud?

I just don't think that Piccolo was merged with DBZ Movie #7. It simply doesn't look like it in the film.
