Do you consider Dr. Slump canon?

I don't want to consider it canon. Maybe it was just a gag short story.

It's like characters breaking the fourth wall. It doesn't really mean the story is a play right? We should just ignore certain things sometimes.

My theory is that its a another world that can be found easily (like how in Majora's Mask Link stumbles upon Termina).

Whether or not Dr. Slump is canon to DB isn't really important. It's just two or so gag chapters where DB crosses over into Dr. Slump, and then it's never referred to again.

Yes, although Dragonball turns into a serious drama later on, I reckon that both it and Dr. Slump take place in the same universe.
In fact, I think all of Toriyama's manga take place in the same universe.

I consider Dr. Slump and Neko Majin to be on the same level of canon as the movies, but ranking below GT. But above games.

Those who are not considering Dr. Slump as canon, just imagine the Red Ribbon Army arc without the Dr. Slump crossover.

Or I can just imagine the Red Ribbon Army arc as having two or so gag chapters that temporarily cross over into the Dr. Slump world, yet still not see Dr. Slump as canon.

Did anything relevant actually happen while Tao and Goku were there? If you eliminate it from the series, does it still make sense?

Well, Penguin Village was where Goku got the stolen dragon balls back from Blue, and Blue managed to take his dragon radar and give it to General Red, so simply cutting it out of the plot doesn't work cleanly. Still, even though the Penguin Village we see is clearly based on the end of Dr. Slump (that's the joke), that doesn't necessarily mean the Dr. Slump comics are canon to the Dragon Ball ones. Canon's tricky like that.

But, it is essential to the story, however.
It's about as canon as the doctor who made Android 8. It has relevance, but is ignored straight after... but then again, that was filler.

I'm not saying that Goku's visit to Penguin Village wasn't canon. What I'm questioning is whether there being a Penguin Village similar to the one from the end of the Dr. Slump manga in Dragon Ball means that the entire Dr. Slump manga itself is canon to Dragon Ball.

...Sorry, that's come out a bit complicated. What I mean is, maybe the Penguin Village in Dragon Ball and the Penguin Village in Dr. Slump are two different versions--even though they're very similar for the sake of the cameo and "we haven't had page-time for a while" jokes.

The only thing ruling it out would be the god in Dr. Slump, but who says god can't take different appearances?
Well, that and the poster in Gohans room, which in theory, COULD imply that Dr. Slump exists in a universe of a manga, and Goku and Blue somehow entered it, if that makes sense to you.

Nothing suggests that God in either DB or Dr. Slump can take different appearances. We saw that God in DB could possess others' bodies, but is it ever implied that God had temporarily taken another body for whatever reason in Dr. Slump?

That would be one of the Kaioshin, or the Dai Kaioshin, wouldn't it? And still, nothing suggests that, so we can't just assume that the Kaioshin had temporarily possessed another body for whatever reason, just for the sake of contrived and, frankly, unnecessary canonicity between DB and Dr. Slump.

I think you can't make it totally canon due to disreprencies similar to how you can't put Good Morning Miss Bliss into the same exact continuity of Saved by the Bell due to some things clashing, despite how the latter's syndication tried to shoehorn the former show into it.
