The Dragon Box looks noticeably better to me, but the Special Collection DVD still looks pretty damn good. It looks like it's more compressed, but I guess that's to be expected from a budget thing like this.
EDIT: Just saw the second picture, not that big of a difference.

I don't really see any loss in detail, but it does seem very slightly darker in the Special Collection DVD.

It looks to me like the Dragon Box has a slight amount more picture, particularly at the bottom of the frame.

Seems like what the Dragon Box has more on the bottom, the Special Collection has on the top of the frame. Going by the title card screenshots, anyway.

I'm also looking forward how the rest of the shows look on this. I've never seen the Dr. Slump anime before.

The grain had more breathing room on a dual-layered disc than the single layer they gave the Special Selection DVD. Each TV Special was given over 3.x gigs of space compared to the 1.5ish on the latter.

Though, the Dragon Box just loses the outside (non-image) part of the frame on the top. The Special Selection, however loses actual picture.
