It would be an odd thing to request. The FUNi Dragon Boxes were already very different to the Japanese ones. Smaller size, 7 boxes instead of 2, English dub included (which was apparently a "last minute" addition, although I'd really like to know more about that. Do they mean it was a last minute decision to use the dub with the Japanese music, or any dub full stop? Because releasing the Dragon Boxes with just the Japanese language track would have been quite brave).
Anyway, as I said, the US Dragon Boxes were already pretty changed. I can't see Toei allowing all that, but demanding that Faulconer not be included. I agree with TheBlackPaladin. They should have stuck it on, and then those of us that don't like it could have just ignored it. The only reason I can see not to do it is if it would have hurt the picture quality by having too much information on the DVDs.

I think I remember a statement somewhere where it was said in a part of Funimation's contracts that they aren't allowed to release sub only releases of the anime they license.
In this case, the easiest option was to slap on the 5.1 audio and do a little branching to retain the NEP's.
