Agreed. I would have to think that . . . even if the ki of a movie villain was one so overwhelming that Piccolo would know that he couldn't make much of an impression . . . he would show up anyway for the sake of trying, or that he could at least be distracted with doing something else (as Trunks and Goten get to do in Movie 12). The fact that he never so much as shows his face in the latter movies is pretty much a sign that he had fallen so far behind that no one knew what to do with him anymore, which really is just too bad. Don't quote me on this, but I'm pretty sure that during the eleventh movie 18 is still of a slightly higher battle power than Goten or Trunks . . . though perhaps the margin of advantage she has over them is just a little more narrow than it was against Vegeta seven years ago. 18 did completely overwhelm Vegeta that first time, but does comment seven years later that the younger Saiyans do have "unheard of" power.
