Hell only knows what is the real reason. I can only tell you what they told me:

and the dragon ball theatrical film is undecided.

Thank you for your inquiry regarding Dragon Ball series. We value your
comments regarding this series and will take it into consideration for our
future releases.

As to your question regarding the mono masters:
At the time of these releases were produced, we were creating two sets of
masters ( one in stereo and one in mono) for television music whenever
possible. However there exist some recordings where there were only mono
masters were created, due to the fact that many broadcasters were
broadcasting in mono. Some of the tracks on your questioned CD
unfortunately the master exist in mono only, which has lead us to compile
the music in mono.
