There is a question of whether he would be brought back to life by a wish to restore people who died, I suppose, since you could wonder whether #16 was ever "alive" and if a machine can "die". The problem could be that he's "alive" enough that a wish to restore non-living matter (such as the Earth) couldn't bring him back, but not present in heaven or hell so a wish to restore "souls" couldn't bring him back either. I don't think Shenlong can actually create life.
