That would depend on if you're looking for a story mode or for gameplay.

Ultimate Tenkaichi has the best story mode(s) with Kanzenban-style graphics, reanimated scenes, impressive boss battles and an entertaining character creation. But gameplay-wise, many people consider that... well, that there's no actual gameplay, mostly "QTEs and watch what happens and be lucky". I don't agree, but if 90% players thinks of it that way, then there's 90% chances you'll think of it that way.

Raging Blast 2 has zero story and just senseless fights coming one after another. But it has the most refined fighting gameplay on PS3 (provided you like the Budokai Tenkaichi's free-to-go-in-all-directions controls) and a huge roster of characters.

Burst Limit has a story mode - yet it is flawed for always repeating the same cutscenes with just different characters, there are only about ten REAL independant cutscenes - and content limited to the Cell arc. But it is the best choice if you want more of a "normal 2D fighting game" experience. You'll have to accept the fact that cutscenes will frequently interrupt your fighting since it's how abilities work, even in free battle mode.

So if you don't care so much about actual gameplay (meaning you don't mind watching 50% of a fight instead of playing it) but more about the content with a detailed story mode, cutscenes, special sequences, boss battles, character creation (coming with a second, new - but short and a bit weird - storyline for your character), impressive landscape destroying actions, head for Ultimate Tenkaichi.
If you don't care about special contents and modes but about having as many characters as possible in regular battles and true fighting gameplay mechanics, head for Raging Blast 2.
Finally, if you're allergic to the unique move-freely-around gameplay style of the Budokai Tenkaichi and Raging Blast series and you prefer classic 2D fighting with a story mode - albeit a short and cheap one -, head for Burst Limit.

Budokai HD Collection is the best. Raging Blast 2 would be the best original though.

It's still good for Uncharted 1-3, KillZone 2-3, Gran Turismo 5-6 and J-Stars, at least. For these games PS3's worth buying but PS4 is stated to be released this year so people should save their money for PS4 instead than PS3.
I think ShinRogafuken was referring to Dragon Ball games on PS3, not the PS3's overall software library ...
You are correct, thanks for clarifying my post.

Ultimate Tenkaichi was filled with cutscenes, they were all great but somewhat a mess because some were anime-style and others game-style, they should've just stick to one style because both styles don't go well.

It was nice seeing the Z-Warriors in the sky flying towards the Cell Games Arena, for example, but can't deny that this should've been with anime-graphics.

In the end it was more than just 30min cutscenes, but technically it's 30mins counting the anime cutscenes only. Great game for the DBZ story, at least.
FUNimation 2015 Releases I want:
- Kai 2.0 on Blu-ray

This. There is a massive amazing library for the PS3. Hell, you can get the complete collection of Infamous, God of War and etc. for less than it would cost you to get most Dragonball games. But if you must have a Dragonball game the best(and conveniently cheapest) option is Burst Limit. Or you can just get the HD remakes of Budokai and Budokai 3 but again, save your money for the better stuff. If you'd like you can PM what you like and I'll point you in the direction of some good games.
...Wait what are you doing? Are you still reading this? I finished what I had to say, why don't you move on to the next post?

Raging Blast 2 is pretty good, admittedly it's the only one I have for the PS3, but it's worth getting.

I would personally suggest in buying the older Budokai games from older consoles instead. That way you get the regular soundtrack. I did that for Budokai 3 recently.

Raging Blast or RB2 are good as well. RB for story, RB2 for gameplay.
Why Dragon Ball Consistency in something such as power levels matter!
