My guess is that Hildegarn is stronger than Gohan, and Gohan & Gotenks are stronger than Goku, but Goku's Ryu-ken is stronger than Hildegarn, Gohan, or Gotenks.

Huh... first I've heard of this tail theory. That would actually explain the strength contradictions of that film... buuuuut the bio on the Toei website would contradict that anyway.
