Big Breast doesn't equal developed. Bra does seem much more developed IMO. In terms of facial, appearance, her...body, and attitude(Extremely flirty). I would say Pan was older on those pictures because Pan is a warrior. On pictures where Pan is smiling I'd say Bra is a little older. Bra's attitude and Dressing really go a long way with her looking older though.
