Dabra. Unique powers, cool voice (well, English at least), lots of build up, and oh yeah, he's basically the devil. What happens to him? He has a short fight with the weakest of the three main characters and gets two shotted by a fat piece of bubblegum.

Piccolo. I dislike like how after the Cell Game, he took on less of a fighting role and doesn't seem as strong as he should have been. Piccolo was the kind of being who'd train hard everyday to push his limits and get stronger. However, in the Majin saga, he didn't get much stronger and is likely inferior to even Goten and Trunks.

Of course. He used his most powerful attack on Cell's 2nd form. I forgot about that. But afterwards he was pretty much useless from then on. I would like all minor characters to be able to do SOMETHING against the foes. even buying time would be nice, but NO. LOL. Tori didn't wanted it that way :S.

Pretty much all of them but Goku. It really would be cool if all the fighters could just attack a villain all at once and actually win the fight. I would have liked #18 to get stronger or is that even possible? Can she train and get stronger or is she just all she is because she is an artificial human? I just wish all the characters that were once a lot for Goku to handle to keep up with him. It doesn't make sense that they wouldn't. I mean look at how strong piccolo got just the first few years he was alive, and then all of a sudden he can't even train hard enough to take on Nappa? Why couldn't piccolo or gohan or both have killed Nappa? He's just a side kick like them after all.

Yajirobe. He has potential to kick a lot of ass. But he's lazy and doesn't have the right attitude to get stronger. He pretty much brought weakness to himself, still it would have been cool to see him defeat a major villain.

The more I think about it, it's definitely Dabra. He is after all the king of the demon realm and yet he's struggling against Super Saiyan Gohan who is weaker from 7 years ago. Should have been treated as a bigger threat, atleast someone who could give Super Saiyan 2 Goku trouble. 2nd best villain in the boo arc after the great Super Boo of course.

I never liked how Piccolo was left in the dust by the Boo arc. That's not to say I don't like "Uncle Piccolo" but I find it weird to see him as a 2nd tier after he was pretty on par for such a long time.

I feel sad for Piccolo, Tenshinhan, Kuririn, Yamcha, and Chaozu for stayed so much behind the Saiyans in the end.
Chaozu was the small weak guy that wanted so much to be strong enough to be useful, that he blew up himself. Yet he was completely outclassed by Kuririn, Tenshinhan, and Yamcha.
Kuririn & Yamcha were also passionate to surpass Goku when the trio was competing in the 21st-23rd Tenkaichi Budokai, yet the base Saiyans outclassed them by too much.
Tenshinhan was Goku's rival, until he died. He showed so much passion to surpass Goku even when he heard that he turned Super Saiyan, he planned to train better & harder, yet... he ended up below Kuririn.
While Piccolo must be very proud that Gohan surpassed him from Super Saiyan, to Ultimate, I don't think that he is very happy that he is below Super Saiyan Goku & Vegeta (and SS Goten & Trunks for those who have Piccolo below them). Not to mention that Goku has SS2 & SS3, Vegeta has SS2, and Goten & Trunks have Fusion + SS3.
I would also like to see Yajirobe getting stronger, since he obviously has a lot of potential, but he was always a lazy coward that cares more about food than his friends.

Piccolo- He used to be pretty strong but after the cell games, everyone was above him, even two little kids, it would have been cool to see piccolo as a ssj3 tier fighting buu

Piccolo kept up pretty well for 3 sagas actually.
In the Android saga he's well beyond the early Freeza arc Super Saiyans, and actually when he becomes Kamiccolo he is the most powerful Z Senshi there for a little while easily being able to stomp SSJ Vegeta and SSJ Goku. Obviously his gains were not quite as high in the RoSaT as was Son Goku and Gohan and didnt really do much after that point in the Cell saga but I'm ok with that...Goku and Gohan have to be the strongest and main protagonists.
I wish he had at least gotten to SSJ2 tier though in the Buu saga, but AT abandoned Piccolo is seems. Piccolo's lack of importance is another reason the Buu saga kinda sucks IMO.
